This may take the form of random observations. Melbourne is very clean, virtually no litter, but graffiti abounds. The only way to prevent graffiti is to paint a mural on a wall and then the graffiti-sts leave it alone. Traffic laws are so strictly enforced that there is no speeding, also speeding fines tend to run into hundreds of dollars. Using credit cards incurres an additional fee so paying cash is more common than in the States.
